In the event of a Governor not being able to recommend anyone in the Colony for a vacant office, the prescribed course so far is for him to apply to the Secretary of State, and looking to the fact that this office has been held for some years by W. Lowson, a gentleman without professional experience, I cannot but think that some temporary arrangement might have been made without difficulty for the performance of the duties attached to the post, until my opinion had been ascertained.
